Description of the Organization:
Orange is a
non-governmental civil society organization devoted to alleviating the
suffering and improving the sustainability mechanisms of the conflict-affected
population. Since its establishment, Orange has partners directly with affected
Syrian populations delivering programs spanning sectors, including humanitarian
and development programs, in the Early Recovery and Livelihoods, Food Security
and agriculture, Education and Protection, WASH, and Shelter, in addition to long-term
impact interventions focusing on the economic empowerment and the local value
chains improvements to enable targeted communities to improve their living
practices and their sustainable mechanisms. Orange collaborates with a variety of national
and international non-governmental organizations, as well as local initiatives,
to adopt a community-based approach that leads to improving the response’s
impact on the humanitarian crisis and provides sustainable and alternative
solutions.
Job Purpose:
The Finance Director is the organization’s senior financial
authority, responsible for providing strategic financial leadership,
governance, and oversight across all operations in Turkey and Syria.
The role ensures full financial visibility, strong internal
controls, donor compliance, and high-quality financial intelligence to support
senior leadership decision-making, risk management, and long-term
organizational sustainability.
While the Finance Manager ensures the effective execution of daily
financial operations, the Finance Director ensures that Orange’s financial
systems, policies, and governance frameworks are robust, compliant, and
future-ready.
Duties, objectives, and competencies:
1.
Strategic Financial Leadership & Governance
·
Act as the senior owner of
Orange’s financial governance framework, ensuring alignment with organizational
strategy, donor regulations, and legal requirements.

Lead the development, approval,
and enforcement of financial policies, procedures, and internal control
systems.

Ensure effective segregation of
duties, accountability mechanisms, and financial risk controls across all
offices.
·
Serve as a core member of the
Senior Management Team (SMT), advising the CEO on financial sustainability,
organizational growth, and strategic priorities.

Financial Strategy, Planning & Decision Support
·
Lead organizational budgeting,
re-budgeting, and multi-scenario financial planning processes.
·
Ensure robust cash-flow planning,
forecasting, and liquidity management at organizational level.
·
Oversee funding pipeline
tracking, burn-rate analysis, and cost-efficiency monitoring.
·
Translate complex financial data
into clear, decision-oriented insights for SMT and senior leadership.
·
Support strategic decisions
related to program expansion, staffing models, and cost-control measures.
3.
Donor Compliance, Risk & External Representation
·
Act as Orange’s senior focal
point for donor financial compliance, audits, and external financial reviews.
·
Ensure accurate, timely, and
high-quality financial reporting to donors and partners.
·
Lead financial risk
identification, mitigation planning, and compliance monitoring across all
grants.
·
Represent Orange in high-level
engagements with donors, auditors, and external oversight bodies.
·
Oversee follow-up and closure of
audit findings and recommendations.
4.
Oversight of Financial Operations
·
Provide strategic oversight of
daily financial operations implemented by the Finance Manager.
·
Review and approve key financial
reports, financial statements, and compliance submissions prior to external
sharing.
·
Ensure financial systems, tools,
and reporting structures support both current operations and future growth.
·
Oversee banking relationships,
cash management strategies, and cross-border financial coordination.
5.
Team Leadership & Capacity Building
·
Lead the finance function as a
department, setting clear structure, roles, reporting lines, and accountability
mechanisms.
·
Directly manage and mentor the
Finance Manager, providing strategic guidance and performance oversight.
·
Define finance team KPIs,
performance standards, and capacity-building plans.
·
Promote a culture of
accountability, compliance, continuous improvement, and professional
development.
·
Ensure effective coordination
between finance teams across offices and programs.
6.
Internal Coordination & Organizational Support
·
Work closely with Programs,
Operations, HR, Compliance, and SMT to ensure financial alignment with
organizational objectives.
·
Support cross-departmental
planning through proactive financial analysis and early risk identification.
·
Strengthen internal coordination
mechanisms to ensure timely, informed, and evidence-based financial decisions.
Requirements:
•
Minimum 8–10 years of
progressive financial leadership experience in international NGOs, leading
LNGOs, or comparable organizations.
•
Proven experience in senior
financial management, donor compliance, audits, and financial governance.
•
Strong background in
budgeting, financial strategy, cash-flow forecasting, and risk management.
•
Bachelor’s degree in finance,
Accounting, or related field (Master’s degree preferred).
•
Advanced analytical and
financial reporting skills.
•
Excellent oral and written
English skills.
•
Experience in multi-country
or cross-border operations is a strong asset.
•
Strong leadership,
communication, and stakeholder-management skills.
