General Description of the Organization:
Orange is a non-governmental civil society organization devoted to alleviating suffering and improving the sustainability mechanisms of the conflict-affected population.
Since its establishment in 2016, Orange partners directly with affected Syrian populations delivering programmes spanning sectors, including humanitarian and development programmes, in the Early Recovery, Food Security, Agriculture, Livelihoods, Education, and Protection, in addition to long-term impact interventions focusing on the economic empowerment and the local value chains improvements to enable targeted communities to improve their living practices and their sustainable mechanisms.
Orange collaborates with a variety of national and international non-governmental organizations, as well as local initiatives, to adopt a community-based approach that improves the impact of the humanitarian response and provides sustainable and alternative solutions in response to humanitarian crises and disasters.
Position Purpose:
Under the direct supervision of the MEAL Manager, and with technical guidance from the MEAL, IM and Research Manager, the MEAL Coordinator serves as Orange’s central coordination point for monitoring, evaluation, assessment and learning (MEAL) activities. The position is responsible for developing and implementing MEAL action plans in line with Orange’s operational framework, ensuring that they are disseminated, understood and applied by relevant teams. The MEAL Coordinator provides methodological support on the design of M&E plans, quantitative and qualitative data collection and analysis, indicator measurement, context analysis, needs assessments, operational research, learning processes, evaluations, and the complaint and feedback response mechanism.
The MEAL Coordinator oversees the quality, relevance and use of monitoring,evaluation, assessment and learning activities, including studies, maps, research products, recommendations and analysis. The position ensures that evidence is shared in a timely and accessible manner, informs programme adaptation and strategic decision-making, and is translated into project concepts and proposals when new needs or funding opportunities arise. The role works cross-functionally with programmes, operations, accountability, partnerships and senior management to maintain a continuous understanding of the needs, priorities and capacities of communities in Orange’s service areas.
Key Responsibilities:
• Build on existing practices and maintain a coherent MEAL, assessment and learning system, including common approaches, procedures, tools and structures, across all sectors and service areas.
• Serve as the central coordination and communication point for Orange’s monitoring, evaluation, assessment and learning activities, ensuring that evidence, learning and recommendations are connected to programme planning, implementation, quality improvement and management decision-making.
• Develop and maintain a periodic assessment and research plan for Orange’s service areas, identifying information gaps, emerging risks, changing community priorities and opportunities for further inquiry in consultation with programme teams and management.
• Lead or coordinate proactive needs assessments and operational research using appropriate mixed methods, such as household surveys, key informant interviews, focus group discussions, community consultations, participatory approaches, observations and secondary-data reviews. Ensure that assessments are ethical, inclusive, conflict-sensitive, gender- and age-responsive, and appropriately disaggregated.
• Maintain up-to-date service-area profiles, needs and evidence trackers, and other knowledge products that combine primary and secondary data and provide a reliable picture of community needs, vulnerabilities, capacities, services and gaps.
• Analyze and synthesize assessment, monitoring, evaluation, complaint and contextual information into clear, actionable recommendations. Share findings with relevant teams and management, support programme adaptation, and follow up on how agreed recommendations are used.
• Support Orange’s ability to respond to calls for proposals and otherfunding opportunities by providing timely context and needs analysis, community evidence, lessons learned, problem statements, theories of change, logframes, indicators and other MEAL inputs. Work with programme and partnerships teams to translate community-identified needs into realistic project concepts and proposals.
• Ensure all approved projects have the following by the start of the project: a logframe, M&E plan with defined indicators, M&E calendar, Indicator Tracking Table (ITT), Detailed Implementation Plan (DIP), field-level data collection tools, mobile data collection tools, and databases for collection, consolidation and reporting.
• Ensure all projects have appropriate baselines for outcome-level indicators and that baseline findings are used to confirm targeting, refine implementation approaches and establish realistic benchmarks.
• Ensure ITTs are updated with accurate data on a monthly basis and that key findings, trends, gaps and management actions are shared at programme review meetings.
• Ensure direct implementation is monitored regularly for quality standards, accountability and adherence to humanitarian principles through scheduled visits, data quality audits, spot checks, verification visits against reports, and report reviews in line with agreed donor and internal schedules.
• Ensure that end-line measurements of outcome-level indicators are conducted to understand the changes to which Orange’s programmes contributed and to identify lessons for future programming.
• Ensure that key findings from baselines, monitoring, end-lines, evaluations, assessments, research and complaint analysis are shared on time and in formats that are useful for programme teams, management, communities and donors, as advised by the MEAL, IM and Research Manager.
• Coordinate a practical learning agenda, including programme review sessions, after-action reviews, reflection exercises and learning briefs, and ensure that learning is documented, communicated and incorporated into future design and implementation.
• Act as the key focal point for MEAL reporting and ensure that MEAL data, reports, assessment and research products, learning outputs and records are clearly organized, quality assured and archived in a central location for future reference.
• Ensure that Orange’s values, the Core Humanitarian Standard, humanitarian principles, do-no-harm considerations, data-protection requirements and relevant safeguarding standards are upheld in all MEAL, assessment, research, learning and accountability functions.
• Ensure that day-to-day MEAL tasks are completed with appropriate resources, proper planning, clear priorities and the highest standard required.
• Coordinate and quality assure Orange’s complaint and feedback response mechanism in close collaboration with the Accountability Officer and relevant programme managers. Ensure that accessible and safe channels are available; complaints and feedback are received, documented, categorized, referred, tracked and responded to within agreed timelines; sensitive cases are handled confidentially through appropriate referral pathways; and communities are informed of actions taken whenever it is safe and appropriate to do so.
• Analyze complaint, feedback and response trends and ensure that recurring issues, protection concerns and unmet needs are escalated and used to improve programme quality, risk management and future assessments or proposals.
• Ensure all MEAL team members supervised by this position are guided, mentored and supported to build their capacity and deliver high-quality outputs.
• Hire, supervise and build the capacity of the MEAL team in relevant technical, assessment, research, accountability and management competencies.
• Train and lead MEAL staff to conduct regular data quality audits and support the consistent application of data-collection, data-management and analysis standards across projects.
• Support other tasks as required by the MEAL, IM and Research Manager.
Qualifications and Requirements:
• University degree in Computer Science, Information Technology, Statistics, Social Sciences, Development Studies or a related technical field. Other specializations may be accepted based on previous experience and records.
• Minimum of 3–4 years of professional experience in MEAL, assessment, research or a related humanitarian or development field.
• Proven experience designing and implementing mixed-methods needs assessments, operational research, context analysis or evaluations, from planning and tool development through data collection, analysis and reporting.
•
Experience translating assessment and research
findings into programme recommendations, concept notes, logframes, indicators and proposal inputs, preferably in response to donor
calls or other funding opportunities.
• Significant experience in data analysis, evidence synthesis and production of clear technical and management reports.
• Thorough knowledge of quantitative and qualitative data-collection and analysis methods, including the use of MS Excel, SPSS, Power BI or comparable tools.
• Proven experience leading research or assessments using mixed methodologies, including the development of research questions, sampling approaches, data-collection tools, analysis plans and dissemination products.
• Thorough knowledge of writing technical M&E, assessment, research and learning reports.
• Thorough knowledge of Sphere, the Core Humanitarian Standard, child rights, IASC guidance, accountability to affected people and commonly used evaluation criteria.
• Proven experience maintaining a fully functional M&E system and/or leading a field-based MEAL team in a senior position.
• Experience designing and maintaining databases, data-management procedures, documentation and operational manuals, with a strong understanding of data protection and confidentiality.
• Experience supporting or coordinating complaint and feedback response mechanisms, community engagement and safe, inclusive consultation processes is an advantage.
• Maturity and professional ability to handle sensitive information and respect confidentiality, safeguarding requirements and ethical research standards.
