Background:
Under the Early Recovery and Livelihoods Program, the organization is implementing a multi-sectoral intervention across Damascus, Homs, Hama, and Rural Damascus. The program focuses on peacebuilding, social cohesion, and basic services rehabilitation, including WASH and communal infrastructure. As part of this, Cash-for-Work activities targeting youth and women are being implemented to support livelihoods and enhance local capacities.
General Purpose of the Position:
The Technical Engineer will lead the technical assessment, planning, and supervision of CFW and community infrastructure rehabilitation activities in the assigned governorate. This includes oversight of rehabilitation works, BoQ development, technical designs, compliance with engineering standards, and ensuring quality and safety during implementation. The engineer will work in close collaboration with the Project Officer and local authorities to ensure timely, cost-effective, and inclusive implementation.
Key Responsibilities:
· Conduct technical assessments and feasibility studies for targeted communal infrastructure (e.g., drainage, public buildings, roads, irrigation canals).
· Develop detailed BoQs, designs, and implementation schedules for each rehabilitation activity.
· Ensure all works comply with Syrian engineering standards and humanitarian sector guidelines (e.g., Sphere, WASH Cluster).
· Provide daily technical supervision and guidance to field teams, workers, and CFW beneficiaries.
· Monitor safety and environmental compliance during implementation.
· Support the transparent recruitment and management of skilled and unskilled labor for CFW activities.
· Facilitate coordination with local councils and service providers for permits, approvals, and joint inspections.
· Track material use, costs, and work progress; report deviations or risks to the Project Officer.
· Verify completion of work and prepare handover documents including final inspection reports and beneficiary satisfaction surveys.
· Support MEAL team in baseline, endline, and post-implementation assessments related to infrastructure.
· Ensure that rehabilitation works are inclusive, gender-sensitive, and accessible to persons with disabilities where relevant.
· Document lessons learned, challenges, and success stories for reporting and knowledge sharing.
Qualifications and Experience:
· Bachelor’s degree in civil, Electricity, or Agriculture engineering (mandatory).
· Registered or licensed civil engineer in Syria.
· At least 3 years of experience in engineering work related to infrastructure rehabilitation, preferably in humanitarian or early recovery contexts.
· Demonstrated experience in Cash-for-Work or labour-intensive infrastructure projects is a strong asset.
· Excellent command of engineering software (e.g., AutoCAD, Excel, MS Project or equivalent).
· Strong familiarity with construction materials, procurement planning, and cost estimation in Syria.
· Knowledge of protection, environmental, and inclusion principles in infrastructure programming.
· Good interpersonal, negotiation, and coordination skills with stakeholders.
· Strong reporting and documentation skills.
· Fluency in Arabic; knowledge of English is an asset.
· Preference given to candidates residing in the respective area (Damascus or Homs).

الغرض العام من الوظيفة:
سيقوم المهندس التقني بقيادة عمليات التقييم الفني، التخطيط، والإشراف على أنشطة النقد مقابل العمل وإعادة تأهيل البنية التحتية المجتمعية في المحافظة المعينة. يشمل ذلك الإشراف على أعمال التأهيل، إعداد جداول الكميات، التصاميم الفنية، ضمان الالتزام بالمعايير الهندسية، وضمان الجودة والسلامة أثناء التنفيذ. سيعمل المهندس بشكل وثيق مع مسؤول المشروع والسلطات المحلية لضمان تنفيذ الأنشطة في الوقت المناسب وبشكل فعال وشامل.
المسؤوليات الرئيسية:
· إجراء تقييمات فنية ودراسات جدوى للبنية التحتية المجتمعية المستهدفة (مثل شبكات الصرف، المباني العامة، الطرق، قنوات الري).
· إعداد جداول كميات مفصلة، تصاميم، وجداول تنفيذ لكل نشاط تأهيلي.
· التأكد من أن جميع الأعمال تتماشى مع المعايير الهندسية السورية وإرشادات القطاع الإنساني مثل Sphere، ومجموعة المياه والإصحاح.
· تقديم الإشراف الفني اليومي والتوجيه للفرق الميدانية والعمال والمستفيدين من النقد مقابل العمل.
· مراقبة التزام الأنشطة بمعايير السلامة والبيئة أثناء التنفيذ.
· دعم عمليات التوظيف الشفافة وإدارة العمال المهرة وغير المهرة في أنشطة النقد مقابل العمل.
· تسهيل التنسيق مع المجالس المحلية ومقدمي الخدمات للحصول على التصاريح والموافقات وإجراء الفحوصات المشتركة.
· تتبع استخدام المواد، التكاليف، وتقدم العمل؛ والإبلاغ عن أي انحرافات أو مخاطر لمسؤول المشروع.
· التحقق من إتمام الأعمال وإعداد وثائق التسليم، بما في ذلك تقارير الفحص النهائي واستبيانات رضا المستفيدين.
· دعم فريق المتابعة والتقييم في تقييمات خط الأساس، نهاية المشروع، وما بعد التنفيذ المتعلقة بالبنية التحتية.
· ضمان أن تكون أعمال التأهيل شاملة، مراعية للنوع الاجتماعي، ومُتاحة للأشخاص ذوي الإعاقة حسب الاقتضاء.
· توثيق الدروس المستفادة، التحديات، وقصص النجاح لأغراض التوثيق وتبادل المعرفة.
المؤهلات والخبرات المطلوبة:
· شهادة بكالوريوس في الهندسة المدنية أو الكهربائية أو الزراعية (شرط أساسي).
· مهندس مدني مسجل أو مرخص في سوريا.
· خبرة لا تقل عن 3 سنوات في أعمال الهندسة المتعلقة بإعادة تأهيل البنية التحتية، ويفضل ضمن سياقات إنسانية أو تعافي مبكر.
· خبرة مثبتة في مشاريع النقد مقابل العمل أو مشاريع البنية التحتية كثيفة العمالة تعتبر ميزة قوية.
· إتقان ممتاز لبرامج الهندسة (مثل AutoCAD، Excel، MS Project أو ما يعادله).
· إلمام قوي بمواد البناء، تخطيط المشتريات، وتقدير التكاليف في سوريا.
· معرفة بمبادئ الحماية، البيئة، والإدماج في برمجة البنية التحتية.
· مهارات جيدة في التواصل، التفاوض، والتنسيق مع أصحاب المصلحة.
· مهارات قوية في إعداد التقارير والتوثيق.
· إتقان اللغة العربية؛ ومعرفة اللغة الإنجليزية تعتبر ميزة إضافية.
· الأفضلية لسكان المناطق المعنية (دمشق أو حمص).
