Background:
Our organization is implementing multi-sectoral early recovery and livelihoods (ERL) programs in Damascus, Rural Damascus, Homs and Hama with an emphasis on social cohesion, peacebuilding, governance, and WASH interventions. Given the complexity of the local context and the importance of community engagement, the role requires a candidate with strong knowledge of the local governance structures, social dynamics, and proven experience working closely with local community-based organizations (CBOs) or leading community-driven initiatives within Syria.
Purpose of the Role:
The Project Coordinator will oversee the planning, implementation, monitoring, and coordination of ERL activities focusing on social cohesion, peacebuilding, governance, and WASH in project locations. The coordinator will ensure alignment with donor requirements, organizational standards, and the socio-political realities on the ground, facilitating smooth collaboration between local authorities, CBOs, and communities to maximize impact and sustainability.
Key Responsibilities:
1. Project Oversight and Coordination
· Lead and supervise the implementation of ERL activities including social cohesion, peacebuilding, governance, and WASH interventions.
· Coordinate closely with local councils, community leaders, CBOs, and relevant stakeholders to ensure effective participation and ownership.
· Monitor project progress against workplans, budgets, and indicators, and report regularly to the program management team.
· Facilitate coordination meetings and multi-stakeholder forums to promote dialogue and conflict-sensitive programming.
2. Community Engagement and Capacity Building
· Support the strengthening of local governance structures and community groups through training, coaching, and technical assistance.
· Promote inclusive participation of women, youth, and marginalized groups in decision-making and project activities.
· Enhance local capacities in social cohesion and peacebuilding principles tailored to the Syrian context.
3. Monitoring, Reporting, and Compliance
· Ensure quality and timely data collection, monitoring, and reporting in line with organizational MEAL frameworks.
· Identify and mitigate risks related to security, protection, and social tensions.
· Maintain accurate documentation of project activities, stakeholder engagement, and lessons learned.
4. Representation and Liaison
· Serve as the main liaison between the project team, local authorities, community actors, and external partners
· Represent the organization in coordination platforms, cluster meetings, and community forums relevant to the ERL sector.
· Advocate for community needs and ensure alignment of project interventions with local priorities and policies.
Required Qualifications and Experience:
· Bachelor’s degree in social sciences, Development Studies, Public Administration, Political Science, or a related field.
· Minimum 5 years of professional experience in community development, social cohesion, governance, or humanitarian programming in Syria.
· Demonstrated experience working with local authorities, community-based organizations, and community-led initiatives.
· Strong knowledge of Syrian local governance structures, social dynamics, and conflict sensitivity principles.
· Experience managing multi-sectoral projects involving ERL, WASH, peacebuilding, and governance is highly desirable.

· Ability to work independently and under pressure in complex and sensitive environments.
· Proficiency in Arabic (written and spoken); knowledge of English is an advantage.

Additional Information:
· The duty station is Damascus with frequent field visits to project sites in Rural Damascus, Homs and Hama.

سيشرف منسق المشروع على تخطيط وتنفيذ ورصد وتنسيق أنشطة الإنعاش المبكر وسبل العيش، مع التركيز على التماسك الاجتماعي، وبناء السلام، والحوكمة، والمياه والإصحاح في مواقع المشروع. وسيضمن توافق الأنشطة مع متطلبات المانحين، والمعايير المؤسسية، والواقع الاجتماعي والسياسي، بما يعزز التنسيق السلس مع السلطات المحلية ومنظمات المجتمع المدني والمجتمعات لتحقيق أثر مستدام.
المهام والمسؤوليات الرئيسية:
1. الإشراف والتنسيق على المشروع
· قيادة والإشراف على تنفيذ أنشطة الإنعاش المبكر، بما في ذلك التماسك الاجتماعي، وبناء السلام، والحوكمة، وتدخلات المياه والإصحاح.
· التنسيق الوثيق مع المجالس المحلية، قادة المجتمع، منظمات المجتمع المدني، وأصحاب المصلحة المعنيين لضمان مشاركة فعّالة وامتلاك مجتمعي للمشروع.
· متابعة تقدم المشروع مقابل خطط العمل والميزانيات والمؤشرات، ورفع التقارير المنتظمة إلى فريق إدارة البرنامج.
· تنظيم اجتماعات تنسيقية ومنتديات متعددة الأطراف لتعزيز الحوار وبرمجة حساسة للنزاع.
2. إشراك المجتمع وبناء القدرات
· دعم تعزيز الهياكل الحوكميّة المحلية والمجموعات المجتمعية من خلال التدريب والتوجيه والدعم الفني.
· تعزيز المشاركة الشاملة للنساء والشباب والفئات المهمشة في صنع القرار وأنشطة المشروع.
· بناء قدرات المجتمعات المحلية في مبادئ التماسك الاجتماعي وبناء السلام بما يتناسب مع السياق السوري.
3. المتابعة والتقارير والامتثال
· ضمان جمع البيانات ومتابعة الأنشطة والتقارير بجودة عالية وفي الوقت المناسب وفقاً لإطار الرصد والتقييم المعتمد في المنظمة.
· تحديد وتخفيف المخاطر المتعلقة بالأمن والحماية والتوترات الاجتماعية.
· الحفاظ على توثيق دقيق للأنشطة والتواصل مع أصحاب المصلحة والدروس المستفادة.
4. التمثيل والتواصل
· العمل كنقطة وصل رئيسية بين فريق المشروع والسلطات المحلية والجهات المجتمعية والشركاء الخارجيين.
· تمثيل المنظمة في منصات التنسيق، واجتماعات القطاعات، والمنتديات المجتمعية ذات الصلة بقطاع الإنعاش المبكر وسبل العيش.
· مناصرة احتياجات المجتمع المحلي وضمان توافق تدخلات المشروع مع أولويات وسياسات الجهات المحلية.
المؤهلات والخبرات المطلوبة:
· شهادة جامعية في العلوم الاجتماعية، دراسات التنمية، الإدارة العامة، العلوم السياسية أو تخصص ذي صلة.
· خبرة مهنية لا تقل عن 5 سنوات في التنمية المجتمعية، التماسك الاجتماعي، الحوكمة، أو العمل الإنساني داخل سوريا.
· خبرة مثبتة في العمل مع السلطات المحلية ومنظمات المجتمع المدني والمبادرات المجتمعية.
· معرفة قوية بالبنى الحوكميّة السورية، والديناميكيات الاجتماعية، ومبادئ الحساسية للنزاع.
· يُفضل من لديه خبرة في إدارة مشاريع متعددة القطاعات تشمل الإنعاش المبكر، المياه والإصحاح، بناء السلام، والحوكمة.
المهارات والكفاءات:
· مهارات ممتازة في التنسيق، التواصل، وبناء العلاقات.
· قدرات مثبتة في القيادة وإدارة الفرق.
· مهارات تحليلية وحل المشكلات واتخاذ القرار.
· القدرة على العمل بشكل مستقل وتحت الضغط في بيئات معقدة وحساسة.
· إجادة اللغة العربية (كتابة وتحدثاً)، وتُعدّ الإنجليزية ميزة إضافية.
