Job Purpose:

The Safety and Security Senior Officer plays a critical role in ensuring the safety, security, and continuity of Orange’s operations across Syria. Working under the Operations Department leadership, the Senior Officer is responsible for implementing and monitoring safety and security systems, policies, and procedures to protect staff, assets, and facilities in all Syrian governorates where Orange operates.

 

Aligned with Orange’s strategic vision and operational standards , the Senior Officer conducts regular risk assessments, ensures compliance with safety protocols, supports crisis preparedness, and strengthens field-based safety mechanisms. The role provides technical guidance to Area Offices, supports movement planning, coordinates with internal departments, and maintains strong external networks with authorities, NGO security focal points, and community stakeholders.

 

The Safety and Security Senior Officer ensures that operational activities—across ERL, FSL, Education, Protection, WASH, Shelter, and field movements—are carried out in a safe manner, enabling Orange to deliver effective humanitarian programming while upholding duty of care, risk mitigation, and operational continuity.

 

Duties, objectives, and competencies:

1.      Safety and Security Implementation and Operational Support:

·        Implement established safety and security policies, SOPs, and guidelines across all Orange offices in Syria, ensuring staff compliance with organizational protocols.

·        Conduct routine checks to verify that office facilities, equipment, and procedures meet required safety standards, reporting any gaps or risks to the Safety and Security Manager.

·        Support the rollout of updated security policies and contingency plans by communicating changes to area teams and ensuring proper understanding and adherence.

·        Provide day-to-day operational support to programme and operations staff to ensure that planned activities can be conducted safely.

 

2.      Context Monitoring and Risk Assessment:

·        Monitor daily security developments in all governorates where Orange operates (Aleppo, Idleb, Homs, Hama, Latakia, Damascus, Rural Damascus, Deir Ezzor) and report updates to the Safety and Security Manager.

·        Collect and analyze field-level information from staff, communities, partners, and local stakeholders to support risk assessments.

·        Conduct safety assessments for offices, project sites, and travel routes; identify potential risks and recommend mitigation measures.

·        Contribute to weekly and monthly context updates, route assessments, and risk analysis reports.

 

3.      Field Support and Movement Coordination:

·        Review field movement requests and ensure they follow approved procedures, including route safety verification, check-in/check-out protocols, and movement briefing.

·        Coordinate with Area Offices to ensure staff movements are monitored, tracked, and documented.

·        Conduct pre-deployment site visits when needed to verify that programme activities can be implemented safely.

·        Support Area Managers and programme teams by identifying access constraints and advising on safe scheduling or modifications of field missions.

 

4.      Incident Reporting and Follow-up:

·        Serve as the first point of contact for staff reporting safety or security incidents, concerns, or observations.

·        Ensure timely completion and submission of incident reports, including initial information, incident categorization, and follow-up actions.

·        Maintain an updated incident log and ensure all reports are properly documented and archived.

·        Assist in incident investigations by collecting facts, interviewing staff, and identifying contributing factors under the supervision of the Safety and Security Manager.

 

5.      Training, Awareness and Staff Support:

·        Provide safety and security inductions for new staff, ensuring understanding of communication protocols, movement procedures, and emergency actions.

·        Deliver basic safety awareness trainings, refresher briefings, and scenario-based exercises for field teams.

·        Support Area Offices in conducting evacuation drills, fire safety checks, and emergency preparedness exercises.

·        Promote a culture of awareness and responsible behavior among staff through regular reminders, visual materials, and field coaching.

 

6.      Compliance, Documentation, and Office Preparedness:

·        Ensure all Orange offices maintain updated safety materials including fire extinguishers, first-aid kits, emergency contact lists, and evacuation maps.

·        Support the documentation of safety SOPs, contingency plans, and risk assessments by compiling field information and updating templates.

·        Ensure all staff have the required communication tools (radios, phones, apps) and understand proper usage.

·        Track and maintain records of safety visits, staff briefings, equipment condition, and corrective actions.

 

7.      External Coordination and Liaison:

·        Maintain positive and discreet relationships with local authorities, community leaders, and security stakeholders in all operational areas.

·        Participate in local NGO security meetings, information-sharing sessions, and coordination platforms when assigned.

·        Collect and relay relevant external security updates to the Safety and Security Manager.

·        Support humanitarian access efforts by gathering field-level information and maintaining transparent communication networks.

 

8.      Emergency Preparedness and Response Support:

·        Assist in monitoring the readiness of emergency equipment, communication systems, and safe rooms in field offices.

·        Support the activation of emergency procedures by communicating instructions to staff, facilitating check-ins, and tracking staff locations during incidents.

·        Provide logistical support during emergencies, including movement coordination, information sharing, and incident communication.

·        Participate in after-action reviews and propose practical improvements based on field experience.

 

Requirements:

·        Education: Bachelor’s degree in Security Management, International Relations, Political Science, Emergency Management, or related field. Additional certification (Security Risk Management, Crisis Management) is an asset.

·        Experience: Minimum 4–6 years of security experience within NGOs/INGOs operating in Syria. Demonstrated experience covering multiple governorates and complex operating environments. Strong understanding of Syria’s social, political, and conflict dynamics.


·        Technical Expertise:

o   Strong knowledge of security risk assessment methodologies.

o   Ability to analyze complex contexts and produce concise, actionable reports.

o   Skilled in access negotiation and incident management.


·        Language: Full professional proficiency in English and Arabic (written and spoken)
