General Description of the Organization:

Orange is a non-governmental civil society organization devoted to alleviating the suffering and improving the sustainability mechanisms of the conflict-affected population. Since its establishment, Orange has partnered directly with affected Syrian populations, delivering programs spanning sectors, including humanitarian and development programs in the Early Recovery and Livelihoods, Food Security and agriculture, Education and Protection, WASH, and Shelter, in addition to long-term impact interventions focusing on the economic empowerment and the local value chains improvements to enable targeted communities to improve their living practices and their sustainable mechanisms. Orange collaborates with various national and international non-governmental organizations, as well as local initiatives, to adopt a community-based approach that improves the response’s impact on the humanitarian crisis and provides sustainable and alternative solutions.

 

Job Purpose:

The Compliance Officer is responsible for supporting the organization in maintaining compliance with donor requirements, organizational policies, applicable laws, and regulatory frameworks in Syria and Türkiye. The role ensures that compliance risks are identified, monitored, and addressed while promoting a culture of integrity, accountability, and ethical conduct across the organization. The Compliance Officer also supports the continuous improvement of the organization's internal control environment and promotes a risk based compliance culture.

 

Duties, objectives, and competencies:

Compliance Management:

·        Monitor organizational compliance with internal policies, donor regulations, and applicable legal requirements.

·        Support the development, implementation, and continuous improvement of compliance policies and procedures.

·        Monitor regulatory changes and recommend updates to organizational policies when required.

·        Conduct compliance risk assessments and assist in implementing mitigation measures.

 

 

Monitoring and Compliance Reviews:

Conduct regular compliance monitoring and spot checks across departments and projects.

• Review documentation and operational processes to ensure adherence to organizational and donor requirements.

• Identify compliance gaps and provide practical recommendations for corrective actions.

• Follow up on corrective action plans and ensure timely implementation.

·   Conduct field compliance visits.

·    Verify implementation of corrective actions.

·   Review procurement, HR, logistics, finance, and program files for compliance.

 

Policy Implementation:

• Ensure compliance policies and procedures are communicated and consistently applied throughout the organization.

• Support departments in understanding and implementing compliance requirements.

 

Training and Awareness:

• Deliver compliance awareness sessions and training for staff.

• Promote ethical behavior, accountability, prevention of fraud, anti-corruption, and data protection practices.

• Provide guidance to staff on compliance-related matters.

 

Reporting:

• Prepare periodic compliance reports for senior management.

• Escalate significant compliance concerns and recommend corrective actions.

• Maintain accurate records of compliance monitoring activities and findings.

 

Documentation and Record Keeping:

• Maintain organized compliance records, reports, policies, and supporting documentation.

• Ensure documentation is readily available for donor reviews and external audits.

 

Coordination:

• Coordinate with program, finance, HR, procurement, and other departments to strengthen organizational compliance.

• Support external audits and donor compliance reviews by providing required documentation and information.

 

·        Requirements:

·        Bachelor’s degree in Law, Business Administration, Finance, Public Administration, or a related field.

·        Minimum of 2–3 years of professional experience in compliance, risk management, governance, or a related field, preferably within humanitarian or non-governmental organizations.

·        Professional certification in Compliance, Risk Management, Internal Control, or Governance is an advantage.

·        Knowledge of donor compliance frameworks (UN, EU, GIZ, USAid, etc.).

·        Good understanding of donor compliance requirements and NGO operational standards.

·        Knowledge of applicable regulations in Syria and Türkiye is considered an advantage.

·        Strong analytical, organizational, and problem-solving skills.

·        Excellent communication and interpersonal skills.

·        High level of integrity, professionalism, and confidentiality.

·        Ability to work independently and collaboratively within a multidisciplinary team.

·        Fluency in English and Arabic (spoken and written) is required.

·        Willingness to travel when operationally required.

·        High attention to detail.

·        Ability to handle confidential information.

·        Strong report writing skills.

·        Ability to influence without direct authority.

·        Critical thinking and sound judgment.
