Orange Organization seeks to contract qualified clothing suppliers within Idlib Governorate to implement a winter clothing distribution project for children through a voucher-based purchasing mechanism, targeting children aged 6 to 12 years. The project will be implemented during 2026 through contracting selected suppliers to provide winter clothing kits using a voucher-based procurement system.

Clothing Suppliers Participation Requirements and Conditions
متطلبات وشروط مشاركة موردي الألبسة:
يجب أن يكون لدى الموردين المهتمين القدرة على توفير الأصناف المطلوبة كماً ونوعاً، بالإضافة إلى قدرتهم على الالتزام بالمتطلبات التالية طوال فترة تنفيذ المشروع. | Interested suppliers must have the capacity to provide the required items in both quantity and quality and comply with the following requirements throughout the project implementation period. |
يلتزم المورد بامتلاك حساب PTT أو القدرة على فتح حساب PTT في حال التعاقد مع المشروع، كما يلتزم بتنفيذ كافة الشروط والتعليمات الصادرة عن منظمة أورانج خلال فترة التنفيذ. | The supplier must have a PTT account or the ability to open one upon contracting and comply with all terms and instructions issued by Orange Organization during the implementation period. |
يلتزم المورد ببيع الألبسة بأسعار سوقية عادلة وبجودة مناسبة، مع عرض الأسعار بالدولار الأمريكي بشكل واضح داخل المتجر، ويتم البيع وفق الأسعار المعروضة دون أي إضافات. | The supplier shall sell clothing items at fair market prices and appropriate quality and clearly display prices in USD inside the shop. Sales must be conducted based on the displayed prices without any additional charges. |
يلتزم المورد بتوفير تشكيلة متنوعة من الألبسة المطلوبة والقدرة على تعويض أي نقص في المخزون، مع عرض الأسعار بشكل واضح داخل المتجر، وتوفير إنترنت ثابت وكهرباء مستقرة. | The supplier shall provide a variety of required clothing items, replenish stock shortages, clearly display prices, and ensure stable internet connection and electricity availability. |
يلتزم المورد بالعمل وفق الجدول الزمني المحدد بالتنسيق مع فريق المشروع، وتأمين عدد كافٍ من الموظفين لضمان انسيابية خدمة المستفيدين، وحضور الاجتماعات والتدريبات المطلوبة. | The supplier shall operate according to the agreed project schedule, ensure sufficient staff availability, facilitate smooth beneficiary service, and attend required meetings and training sessions. |
يلتزم المورد بتقديم عينات عند الطلب واستخدام نظام القسائم الورقية وتنفيذ عمليات البيع وفق آلية المشروع والسماح بمراقبة العمليات من قبل منظمة أورانج أو شركائها. | The supplier shall provide samples upon request, use the paper voucher system, implement sales according to project procedures, and allow monitoring by Orange Organization or its partners. |
يلتزم المورد بالسماح باستبدال القطع المعيبة أو غير المناسبة للمقاس دون تحميل المستفيد أي تكلفة إضافية. | The supplier shall allow replacement of defective or unsuitable sized items without any additional cost to beneficiaries. |
يلتزم المورد بتوفير كافة المقاسات للفئة العمرية المستهدفة وتوفير تصاميم وألوان متنوعة بما يحافظ على كرامة وحرية اختيار المستفيدين. | The supplier shall provide all sizes for the targeted age group and ensure availability of diverse designs and colors to maintain beneficiaries’ dignity and freedom of choice. |
سيتم الدفع للمورد بعد انتهاء جولة الاسترداد واستلام المستندات المطلوبة خلال مدة أقصاها 15 يوماً عبر حساب PTT أو آلية الدفع المعتمدة. | Payment will be made after completion of the redemption cycle and submission of required documents within a maximum of 15 days via the supplier’s PTT account or approved payment mechanism. |
ستقوم منظمة أورانج بزيارة الموردين المؤهلين وإجراء تقييم فني واختيار الموردين الأنسب لتنفيذ المشروع. | Orange Organization will conduct field visits and technical evaluations and select the most suitable suppliers for project implementation. |
يلتزم المورد بالعمل وفق أعلى معايير النزاهة والشفافية وعدم التمييز بين المستفيدين أو استغلالهم، وعدم تشغيل الأطفال أو إشراكهم في أنشطة المشروع. | The supplier shall adhere to the highest standards of integrity and transparency, avoid discrimination or exploitation of beneficiaries, and shall not engage child labor in any project-related activity. |
يلتزم المورد بعدم تقديم أو قبول أي شكل من أشكال الرشوة والحفاظ على سرية بيانات المستفيدين، ويحق لمنظمة أورانج إنهاء التعاقد في حال وجود مخالفات جسيمة. | The supplier shall not offer or accept any form of bribery, must maintain confidentiality of beneficiary data, and Orange Organization reserves the right to terminate the contract in case of serious violations. |

Conflict of Interest and Ethical Commitment

يجب على الموردين الإفصاح عن أي حالة تضارب مصالح محتملة قد تؤثر على مشاركتهم في هذا المشروع، بما في ذلك أي علاقة مباشرة أو غير مباشرة مع موظفي منظمة أورانج أو شركائها. | Suppliers must disclose any potential conflict of interest that may affect their participation in this project, including any direct or indirect relationship with Orange Organization staff or its partners. |

وثيقة إثبات عقد إيجار المتجر أو وثيقة ملكية أو ترخيص مهني ساري المفعول. | Proof of shop lease agreement, ownership document, or a valid professional license. |
صورة عن شهادة قانونية أو ترخيص مهني ساري المفعول لمزاولة النشاط التجاري. | A copy of a valid legal certificate or professional license authorizing commercial activity. |

يجب أن يمتلك المورد مخزوناً كافياً من الألبسة المطلوبة مع تخزينها بطريقة آمنة والحفاظ على جودتها، إضافة إلى القدرة على استبدال القسائم بالأصناف المطلوبة، وسيتم التحقق من ذلك من خلال زيارة تقييمية من فريق منظمة أورانج. | The supplier must maintain sufficient stock of the required clothing items, ensure safe storage and quality preservation, and have the capacity to redeem vouchers for the required items. This will be verified through an evaluation visit conducted by Orange Organization’s team. |
يجب أن يلتزم المورد بتوفير تشكيلة متنوعة من الألبسة المناسبة للفئة العمرية المستهدفة قبل بدء عملية صرف القسائم. | The supplier must ensure the availability of a diverse range of clothing suitable for the targeted age group before the start of voucher distribution. |
Submission Procedure and Deadlines
آلية تقديم الطلبات
يجب على الموردين المهتمين والقادرين على تلبية المتطلبات المذكورة أعلاه تقديم جميع المستندات المطلوبة ضمن ظرف مختوم، من خلال زيارة مكتب منظمة أورانج في إدلب وتسليم الطلبات يدوياً خلال الفترة المحددة في إعلان الدعوة. | Interested suppliers who meet the above requirements must submit all required documents in a sealed envelope by visiting Orange Organization’s office in Idlib and delivering the application by hand within the period specified in this call. |
